Michael Passalacqua, Senior Advisor and Head of the Innovation Task Force at the Commodity Futures Trading Commission (CFTC), recently outlined the agency’s efforts to establish a unified federal oversight framework for crypto exchanges. Passalacqua delivered these remarks in a video interview circulated by the crypto analyst X Finance Bull, offering insight into what potential regulatory shifts could mean for XRP holders.

Federal oversight and the CLARITY Act

Passalacqua stated that the CFTC aims to introduce a single national regulatory framework, enabling crypto asset exchanges to opt into federal supervision under the agency’s oversight. The public comment period for this proposal runs until December 14, and input from stakeholders remains open.

He referenced bipartisan support for granting the CFTC regulatory authority over the crypto asset sector, pointing to the CLARITY Act as a significant milestone in these developments. The CLARITY Act seeks to clarify how digital assets are regulated at the federal level, designating clear jurisdiction for agencies such as the CFTC.

Passalacqua emphasized that “the goal of this is to provide a federal option for crypto asset exchanges to opt into a national uniform framework under the CFTC’s oversight.” He noted that bipartisan support exists for the CFTC to regulate the crypto asset industry.

XRP’s commodity classification and regulatory context

XRP was officially classified as a digital commodity by both the US Securities and Exchange Commission (SEC) and the CFTC on March 17. This designation places XRP within the regulatory perimeter the CFTC intends to oversee under the proposed federal framework.

In October, the CFTC introduced Regulation CTX and Regulation CAM, which address areas such as exchange registration, market surveillance, customer asset protection, margin requirements, and custody. These regulations are designed to strengthen oversight surrounding digital commodities like XRP.

Institutional adoption and growing infrastructure

X Finance Bull highlighted that substantial institutional infrastructure for XRP is already in place. Major entities, including Bitwise, Grayscale, Franklin Templeton, 21Shares, CME Group, Ripple Prime, and EDX Markets, maintain exposure to XRP or offer related services. This infrastructure serves as a foundation for broader institutional participation.

Between December 2025 and June 2026, Bitwise’s XRP ETF holdings increased significantly from around 131.22 million XRP to 286.84 million XRP, reflecting elevated institutional demand. CME Group currently supports both standard XRP futures and Micro XRP futures, alongside options contracts. Ripple Prime facilitates institutional access to XRP and RLUSD trading, derivatives, financing, and liquidity services.

Mini dictionary: CME Group, a global markets company offering trading in various asset classes including cryptocurrency futures and options.

Institution XRP Services Recent Activity
Bitwise XRP ETF Holdings rose to 286.84 million XRP (June 2026)
CME Group XRP futures, micro futures, options Offers XRP derivatives
Ripple Prime Spot, derivatives, liquidity for institutions Supports XRP and RLUSD trading
Grayscale, Franklin Templeton, 21Shares, EDX Markets XRP exposure & services Active in XRP ecosystem

Projected demand and institutional momentum

Looking ahead, X Finance Bull projected a surge in potential institutional demand for XRP as regulatory clarity advances. If 100 institutions allocate $25 million each to XRP, acquisition demand would total $2.5 billion. Doubling both the number of institutions and allocation size to 200 and $50 million each would increase demand to $10 billion.

He described current US regulatory steps as building the necessary “rails” to streamline XRP’s institutional trading, hedging, financing, and custody. The ongoing CFTC public comment period will conclude December 14, with impending regulatory changes expected to further shape XRP’s institutional landscape.
