1. According to informed sources, the US government is negotiating a long-term agreement with Venezuela that would allow the US to directly access part of the country’s oil resources. The arrangement may adopt a “leasing” model, enabling US companies to obtain oil field development rights through bidding, and possibly even hold shares of the resources. Negotiations are progressing smoothly, with legal and commercial details still being finalized.2. The talks cover more than a dozen high-yield oil fields with proven reserves of approximately 90 billion barrels, which only constitute part of Venezuela’s total reserves (over 300 billion barrels). The US aims not to take all output, but to secure long-term priority supply sources in the Western Hemisphere. US companies will provide investment and technology to revitalize Venezuela’s damaged oil industry; in return, Caracas will receive new investments and greater fiscal revenues.3. Price volatility caused by the Ukraine crisis and the US Strategic Petroleum Reserve falling to its lowest level in 40 years have increased the urgency of the project. The negotiations are led by Secretary of State Rubio and Venezuela’s interim president Rodriguez, and Energy Secretary Wright plans to visit Caracas next week. If the agreement is reached, it will profoundly alter US–Venezuela relations, giving the US priority access to one of the world’s largest oil reserves.4. Political challenges include explaining the deal to Venezuela’s domestic audience — the government could be accused of handing over strategic resources to Washington. The US is crafting terms to demonstrate that the investments will also bring economic benefits to Venezuela. The White House, Department of Energy, and Venezuelan authorities have not responded to requests for comment.
