The National Development and Reform Commission and the National Energy Administration have issued the "15th Five-Year Plan for the Development of the Coal Industry." The plan mentions raising standards for resource development access. It adheres to a principle of establishing new before abolishing old, balancing coal mine closures and regional supply assurance, and promoting the orderly exit of outdated capacity coal mines in accordance with market-oriented and legal principles. The western regions will optimize production structures and accelerate the elimination of coal mines with poor technical equipment and those overlapping with ecologically sensitive areas. In the eastern and central regions, the plan will steadily advance the exit of coal mines with serious disasters that cannot be effectively managed and those with depleted resources, while properly handling legacy issues and resettling employees. In the southwestern and northeastern regions, policies and standards will be set according to local conditions, reasonably guiding the exit of small and medium-sized coal mines with poor resource conditions and low safety levels. Policy guidance and market measures will be used to accelerate the exit of long-term inactive or suspended coal mines, ensuring that any necessary exits are thoroughly carried out.
