Circle has suspended minting USDC on Noble via CCTP

According to the Circle Status page, as part of the Noble's CCTP maintenance and upgrade on Circle, Circle has temporarily stopped minting USDC on Noble through Circle's cross-chain transfer protocol (CCTP).
