ESMA requires firms to implement technical, contractual, and organizational measures to prevent EU clients from acquiring or increasing exposure to unauthorized stablecoins. Regulators may permit firms to provide limited services such as clearing, conversion, withdrawal, transfer, and custody to help clients exit existing positions, but such activities must be temporary and subject to strict supervision. This update extends the guidelines ESMA published in January 2025.
